CLM Urban risk list

This is a list of potential risks in moving the CLM Urban code to the trunk. This isn't to say that the following risks – will happen. But, we should look for ways to reduce their likelyhood, and we should realize that if some of these risks occur – it will slow down progress.

• Code will increase testing complexity too much
• Code not well designed and too difficult to work with
• Code will increase time to run the model significantly.
• Code won't run in parallel or give identical answers with different tasks/threads
