WX Scenario:
Weak trough oriented E-W over Lake Ontario with possible Lake Effect enhancements to the north of KCLE. Trough drifts south over KCLE after 21Z, as seen in the meteogram.

Discussion:
This PIREP is from a case with a Lake Effect snowband north of KCLE over the lake. The null PIREP is from the location shown on the map below, which was south of the lake effect band. IHL sees the LE band as IHL=yes, but the PIREP is from south of the band and even the higher level return signal that shows up in S-band is not continuous to all azimuths, especially it is missing in the eastern quadrant.
