20140303 - JV Bad lat/lon values were noted in one or more of the NOAA NetCDF files: The bad lat value was 3.65104 deg, while the bad longitude value was -8.86944 deg. Expanded the lat/lon check to screen out all points beyond 4.0 degN and -10.0 degE.
