Timing onboard the aircraft for investigators.

There were three obvious choices:

• direct GPS antenna feed
• Network Time Protocol (NTP), single digit millisecond accuracy.
• IRIG-B, double digit microsecond accuracy.

It was recommended that all aircraft provide at least IRIG-B. Time would be provided in UTC, not GPS time.
