sonic tilt calculations

TWH has calculated the sonic tilt angles and w offsets for periods beginning with raising the mast until the mast was next lowered.

In some cases for stations 2 and 4, these periods were only for a few days because of servicing the krypton hygrometers, so I have combined those short periods with longer periods preceding or following the short periods.
