After a conversation with Sebaston, we found out the proper way to setup the shadowband.
(1) set the angle of the ring support arm to the latitude of the site not the sun's elevation.
(2) adjust the position of the shadow ring such that a shadow is cast on the center of the Licor (the ring is moved up or down on the support arm.
Tom completed the re-alignment at 12:42. This included aligning the unit to south
